    1     Opening of meeting

    The meeting will open at 0900h on Thursday, 11 July 2013.

    The Chair (Dr C. Jones, USA) will open the meeting and welcome delegations of CCAMLR Members and observers. The Chair will also welcome observers from non Contracting Parties and international organisations invited in accordance with the decision taken last year (SC-CAMLR-XXXI, paragraph 15.9) and further considerations in COMM CIRCs 13/15, 13/16, 13/27 and 13/38 and SC CIRCs 13/09, 13/10, 13/16 and 13/25.

    The Chair will invite Professor Karin Lochte, Director of the Alfred Wegener Institute, to address the Scientific Committee and welcome participants to Bremerhaven.

    The Chair will outline procedural matters including logistical, administrative and technical support available to the Meeting.

    1.1     Adoption of agenda

    The Preliminary Agenda for the Intersessional Meeting of the Scientific Committee was prepared and distributed in accordance with Rule 5 of the Scientific Committee’s Rules of Procedure (SC CIRC 13/09). A Provisional Agenda, taking account of Members’ additions and comments on the Preliminary Agenda, was distributed on 24 May 2013 in accordance with Rule 7 of the Rules of Procedure.
     

    2     Marine Protected Areas

    At CCAMLR-XXXI the Chair of the Scientific Committee agreed to convene an Intersessional Meeting of the Scientific Committee, immediately prior to the Special Meeting of the Commission, in order to provide scientific advice on the Joint New Zealand and USA MPA proposal in the Ross Sea region and the Joint Australia, France and EU MPA proposal in East Antarctica (CCAMLR-XXXI, paragraphs 7.105 and 7.108). The Scientific Committee will review science already considered by the Scientific Committee and any additional available science to formulate advice to assist the Commission’s deliberations on the proposals, in accordance with the relevant aspects of CM 91-04.
     

    2.1     Joint New Zealand and USA MPA proposal on the Ross Sea region

    The Scientific Committee will review the science provided in the Joint New Zealand and USA MPA proposal for the Ross Sea as well as any additional available science provided at the meeting.
     

    2.2     Joint Australia, France and EU MPA proposal on East Antarctica

    The Scientific Committee will review the science provided in the Joint Australia, France and EU MPA proposal for East Antarctica as well as any additional available science provided at the meeting.
     

    2.3     Generic issues
    2.4     Advice to Commission

    The Scientific Committee will provide scientific advice to the Commission in accordance with the Commission’s request from CCAMLR-XXXI (CCAMLR-XXXI, paragraph 7.105(ii)). As per Part II, Rule 3 of the Rules of Procedure of the Scientific Committee, recommendations and advice pursuant to the Convention shall normally be determined by consensus. Where consensus cannot be achieved, the Committee shall set out in its report all views advanced on the matter under consideration. Where the Committee takes decisions, it will do so in accordance with Article XII of the Convention.
     

    3     Other business

    The Scientific Committee will consider any other business.
     

    4     Adoption of report of the Intersessional Meeting

    The Scientific Committee will adopt the report of the Intersessional Meeting.
