    Abstract

    This paper draws attention to the need for the Commission to take active steps to ensure the fulfilment of the Headquarters Agreement between the Commission for the Conservation of Antarctic Marine Living Resources (CCAMLR) and the Australian Government (the Agreement).
    It highlights the importance of preventing visa procedure abuses to ensure the proper conduct of the Commission's meetings. Based on the 1980 Convention on the Conservation of Antarctic Marine Living Resources (the Convention), the document emphasises the importance of the principles of non-discrimination and equality among all Members regarding their participation in Commission meetings.
