Considerations about the specification of a management strategy evaluation (MSE) for CCAMLR toothfish fisheries

CCAMLR has an established management framework for assessed toothfish fisheries to determine precautionary catch limits based on the CCAMLR Decision Rules. In recent years, CCAMLR has discussed how to formally test and improve these rules. 

In this paper, we provide some initial thoughts about how to progress the management strategy evaluation (MSE) of existing and potential new harvest control rules, and propose to expand the evaluation to include testing management strategies for setting catch limits that are based on biomass estimators derived from other methods than integrated stock assessments.
