      1     Opening of the Meeting

      The conveners will open the workshop, review the terms of reference for the workshop, outline how work will be progressed.

      The terms of Reference for the workshop (SC-CAMLR-44/03) are:

      1) The workshop will provide a forum to bring together SC-CAMLR delegates, representatives from the krill fishing industry, and other CCAMLR Observers with relevant expertise in ecosystem and fisheries research and monitoring, conservation and resource management, to progress conservation in subarea 48.2

      2) The workshop will develop ways to promote understanding within the CCAMLR community (Working Groups, Scientific Committee, Commission and Observers) of the current spatial management initiatives around Subarea 48.2, including:

      i. the needs for developing a revised Krill Fishery Management Approach, including the state of knowledge of the krill population in Subarea 48.2 and its connectivity with other subareas

      ii. precautionary catch limits in the krill fishery in Subarea 48.2

      iii. harmonization with the conservation objective of D1MPA proposal

      3) The workshop will address scientific elements, including:

      i. Collate the scientific data available from all members into a metadata set amenable for further analysis,

      ii. Conduct an objective assessment of the approaches used in Subarea 48.1 for their applicability in Subarea 48.2, and develop alternative approaches where needed,

      iii. Develop an overview of the realistic capabilities and approaches for ecosystem monitoring in Subarea 48.2 to provide guidance on how any management efficacy might be evaluated,

      iv. Identify a conceptual set of candidate management approaches that can be presented to the Scientific Committee for consideration and further development.

      1.1     Invited papers

      The Workshop Will note that 10 invited papers were submitted to the workshop to guide discussion and will be referred to across the different agenda items. Key working papers: 

      •  WP0 (Co-Conveners): Workshop introduction background, specific objectives and supporting materials
      • WP1: Krill fishery in Subarea 48.2 fleet dynamics, catches, fishing depth, relevant CMs (including SISO), KFMA status and challenges
      • WP2: D1MPA in Subarea 48.2 conservation objectives, relevant data layers and protection zones (GPZ/SPZ)
      • WP3: Krill monitoring in Subarea 48.2 acoustics, demography, swarm structure and environmental context (summary of ~12 years)
      • WP4: GRYM progress in Subarea 48.2, key parameters and uncertainties
      • WP5: Spatial Overlap Analysis (SOA) in Subarea 48.2 progress, applicability of 48.1 approaches, and data needs
      • WP6: Sea-ice processes, ocean circulation and physical connectivity between Subareas 48.2 and 48.1
      • WP7: Krill stock hypotheses for Subarea 48.2 current understanding and data needs
      • WP8: CEMP sites, spatial coverage and available ecosystem monitoring data including external programs.
      • WP9: Marine mammal monitoring in Subarea 48.2 summary of ~10 years of observations
      • WP10: The marine ecosystem of the South Orkney Islands; a review.
      1.2     Adoption of the agenda

      The workshop participants will review the provisional agenda, revise as necessary and adopt the agenda.

      2     Compile relevant datasets

      The workshop will collate the scientific data available from all members into a metadata set amenable for further analysis.

      3     Review relevant monitoring approaches in Subarea 48.1

      The workshop will conduct an objective assessment of the approaches used in Subarea 48.1 for their applicability in Subarea 48.2, and develop alternative approaches where needed.

      4     Develop ecosystem monitoring approaches for Subarea 48.2

      Develop an overview of the realistic capabilities and approaches for ecosystem monitoring in Subarea 48.2 to provide guidance on how any management efficacy might be evaluated.

      5     Identify candidate monitoring approaches

      Identify a conceptual set of candidate management approaches that can be presented to the Scientific Committee for consideration and further development.

      6     Close of the meeting

      The Workshop will adopt the report.
