      1     Opening of meeting

      The Chair (Dr D. Agnew, UK) will open the meeting and welcome delegations of CCAMLR Members and observers.  International organisations invited to the meeting are listed in Agenda Item 10(ii).  The organisation of the meeting, chairing and other arrangements will be discussed.

       

      1.1     Adoption of agenda

      The Preliminary Agenda for the Thirtieth Meeting of the Scientific Committee was prepared and distributed in accordance with Rule 5 of the Scientific Committee’s Rules of Procedure.  A Provisional Agenda will be prepared, taking account of Members’ additions and comments, and distributed on 9 September 2011 in accordance with Rule 7 of the Rules of Procedure.

       

      1.2     Chair’s Report

      The Chair will report on intersessional activities undertaken since the Twenty ninth Meeting (SC-CAMLR-XXIX).

      Data reported for the current season, as well as any updates to the notifications for krill fisheries in the 2011/12 season will be presented, noting the outcomes of the deliberations of advice from WG-EMM.

      Members will be invited to inform the Scientific Committee of updated information relating to those notifications, as well as any relevant developments and trends in krill fisheries in the Convention Area.

       

      3.1.2     Ecosystem effects of krill fishing

      The Convener of WG-EMM (Dr G. Watters, USA) will present the relevant sections of the WG-EMM report including issues relating to feedback management in the krill fishery and  catch monitoring

       

      3.1.3     Advice to Commission

      The Scientific Committee will provide scientific advice to the Commission.

       

      3.2.1     Status and trends

      Fishery data and related information for the current season will be presented.  Members will be invited to inform the Scientific Committee of recent developments and trends in finfish fisheries in the Convention Area.

       

      3.2.2     WG-FSA advice

      The Convener of WG-FSA (Dr C. Jones, USA) will present the sections of the WG-FSA report dealing with the assessment of fish resources.  The Scientific Committee will consider the management recommendations of WG-FSA dealing with the assessment of target fish species.

       

      3.2.3     Advice to Commission

      The Scientific Committee will provide scientific advice to the Commission.

       

      3.3     Crab resources
      3.3.1     Status and trends

      Fishery data and related information for the current season will be presented.  Members will be invited to inform the Scientific Committee of any recent developments and trends in the crab fisheries in the Convention Area, and their intentions to fish in the 2011/12 season.

       

      3.3.2     WG-FSA advice

      The Convener of WG-FSA will present the results of WG-FSA’s deliberations on crab resources.

       

      3.3.3     Advice to Commission

      The Scientific Committee will provide scientific advice to the Commission.

       

      3.4.1     Status and trends

      By-catch data and related information for the current season will be presented.  Members will be invited to inform the Scientific Committee of recent developments and trends in by catch from fisheries in the Convention Area.

       

      3.4.2     WG-FSA advice

      The Scientific Committee will consider the recommendations of WG FSA on developments in fishing methods, education and other matters relevant to by-catch in CCAMLR fisheries.

       

      3.5.1     New and exploratory fisheries in 2010/11 season

      Fishing activities in new and exploratory fisheries in the 2010/11 season will be reviewed taking into account the advice of WG-EMM and WG FSA.

       

      3.5.2     Notifications for new and exploratory fisheries in 2011/12 season

      Notifications for new and exploratory fisheries in the 2011/12 season will be reviewed taking into account the advice of WG EMM and WG FSA.

       

      3.5.3     Advice to Commission

      The Scientific Committee will provide advice concerning new and exploratory fisheries.

      5.1.1     Status and trends

      The Scientific Committee will consider the ‘Report on Bottom Fisheries and Vulnerable Marine Ecosystems’ and advice on progress in the implementation of Conservation Measures 22 05, 22-06 and 22-07 and other matters pertaining to CCAMLR’s actions in respect of bottom fishing and vulnerable marine ecosystems.  

       

      5.1.2     Advice to Commission

      The Scientific Committee will provide scientific advice to the Commission.

       

      5.2.1     Scientific analysis of proposals for MPAs

      The Scientific Committee will consider progress on the agreed plan to work towards a network of marine protected areas in with particular emphasis on outcomes of the MPA Workshop

       

      5.2.2     Advice to Commission

      The Scientific Committee will provide scientific advice to the Commission.

       

      6     IUU fishing in the Convention Area

      The Convener of WG-FSA will report to the Scientific Committee on IUU catch estimates used for stock assessment purposes, and recent trends in IUU fishing effort  as prepared by the Secretariat and considered by WG-FSA (SC-CAMLR-XXIX, paragraph 6.5).

      The Scientific Committee will provide scientific advice to SCIC and the Commission, as appropriate.

       

      7.1     Scientific observations

      The Secretariat will summarise data received in accordance with the Scheme of International Scientific Observation in the 2010/11 season.  The Conveners of WG-EMM and WG-FSA will present the relevant sections of their reports.

      The operation of the scheme, including the scientific objectives and priorities for the deployment of CCAMLR international scientific observers during the 2011/12 season, will be reviewed.

      The Scientific Committee will consider the advice from WG-EMM on the first stage of the implementation of a comprehensive program for systematic observer coverage in the krill fishery (SC-CAMLR-XXIX, paragraphs 3.17 and 3.18).

      The Scientific Committee will consider the process and criteria for the accreditation of scientific observer programs (SC-CAMLR-XXIX, paragraphs 7.12 and 7.13).

       

      7.2     Advice to Commission

      The Scientific Committee will advise the Commission on matters of relevance to the implementation of the scheme and its objectives.

      Consideration will also be given to the general operational requirements of SISO for the forthcoming season so as to assist the Chair in preparing advice to SCIC.

       

      8     Climate change

      The Scientific Committee will consider advice from WG-SAM, WG-EMM and WG FSA on the three key issues relating to specific advice to the Commission on what would be appropriate management responses to climate change (SC-CAMLR-XXVII, paragraph 7.14).

      The Scientific Committee will provide scientific advice to the Commission, as appropriate.

       

      9     Scientific research exemption

      The Scientific Committee will review available information relevant to Conservation Measure 24-01, and consider Members’ notifications for scientific research surveys in 2011/12.  The Scientific Committee will also consider advice from WG-FSA on surveys proposed under Conservation Measure 24-01 to ensure that they are consistent with the intended purpose of the measure (SC-CAMLR-XXVI, paragraph 9.11).

      The Scientific Committee will provide scientific advice to the Commission, as appropriate.

      The Scientific Committee will discuss cooperation with SCAR based on reports received from the SCAR Observer to CCAMLR.

       

      10.2     Reports of observers from other international organisations

      Reports will be received from representatives of international and non-governmental organisations present as observers at the Scientific Committee meeting.  Those invited include: ACAP, ASOC, CCSBT, CEP, CITES, COLTO, CPPS, FAO, FFA, IATTC, ICCAT, IOC, IUCN, IWC, SCAR, SCOR, SEAFO, SPC, UNEP and WCPFC.

       

      10.3     Reports of representatives at meetings of other international organisations
      10.4     Future cooperation

      The Scientific Committee will discuss the further development of its cooperation with other international organisations and consider any proposals for cooperation received by the Scientific Committee under subitems (i) to (iii) above.

      A calendar of known international meetings of interest to the Scientific Committee has been compiled by the Secretariat.

       

      11     Performance Review
      11.1     CCAMLR Scientific Scholarship Scheme

      The Scientific Committee will consider the outcomes of the selection process for the first year of the scholarship scheme.  

       

      12     Budget for 2012 and forecast budget for 2013

      The financial implications of decisions taken during the meeting will be used to prepare a detailed Scientific Committee budget for 2012.  This budget will be based on the costs of ongoing projects and new proposals.  A forecast budget for 2013 will also be discussed.

      In developing its budget, the Scientific Committee will need to consider the working groups’ requirements for invited experts and other contracted work, including terms of reference, costing and expected outputs and reporting.  The Scientific Committee will also review the Special Science Fund and its requirements for multi-year funding, and the Science Capacity Fund.

       

      13     Advice to SCIC and SCAF

      In accordance with established practice, the Chair will provide preliminary advice to SCAF and SCIC, and will receive advice on matters of relevance to the Scientific Committee from these standing committees, which will meet concurrently with the meeting of the Scientific Committee.  The Scientific Committee will summarise for the Commission its recommendations to SCIC and SCAF on matters relating to their work.

       

      14     Secretariat supported activities

      The Secretariat will report on work in support of the Scientific Committee, including an independent review of the Secretariat’s Data Management Systems (SC-CAMLR-XXIX, paragraphs 14.1 and 14.2) and the Secretariat’s revised Strategic Plan.  The Scientific Committee will consider priorities for future work and consider requirements for the 2011/12 intersessional period.

       

      15.1     Priorities for work of Scientific Committee and its working groups

      The Scientific Committee will consider the prioritisation process initiated in 2009 (SC-CAMLR-XXVIII, paragraphs 14.1 to 14.3) for the schedule of work for WG-EMM and WG-SAM, including the recommendations from conveners on the future work of their groups.  The Scientific Committee will revise its priorities and timetable for future work (SC-CAMLR-XXIX, paragraph 15.1).

       

      15.2     Intersessional activities

      The intersessional activities of the Scientific Committee in 2011/12 will be discussed and planned.  This will include identifying the dates and venues for meetings of working groups and other groups, the timing of data submission to the Secretariat, and a schedule of agreed actions to be undertaken by the Chair, conveners of working groups, Members and the Secretariat.

      The Scientific Committee may also wish to outline a schedule of agreed activities planned for 2012/13 and beyond.

       

      15.3     Invitation of observers to next meeting

      The Scientific Committee will consider the invitation of observers to its next annual meeting and the intersessional meetings of its working groups.

       

      15.4     Invitation of experts to meetings of working groups

      On the basis of advice from working group conveners and in accordance with Rule 2 of the Rules of the Scientific Committee, the Scientific Committee will decide whether invitations should be extended to scientists and other experts to attend intersessional meetings of its working groups.

       

      15.5     Next meeting

      The next meeting of the Scientific Committee will be held at CCAMLR Headquarters in Hobart, Australia, from 22 to 26 October 2012.

       

      16     Election of Chair and Vice-Chair

      In accordance with Rule 8 of the Rules of Procedure of the Scientific Committee, an election will be held for the Chair and one of two Vice-Chairs of the Scientific Committee for a term of two regular meetings (2012 and 2013).

      The Scientific Committee will adopt the report of the Thirtieth Meeting.
