Abstract

The Republic of Korea proposes that the Annex B table include a new category, “Differing Views Unresolved.” This category would apply when the Standing Committee on Implementation and Compliance (SCIC) cannot reach agreement on a compliance designation despite all reasonable efforts being exhausted. In such cases, the compliance issue would be forwarded to the Commission with the associated discussions reflected in the SCIC report. This approach ensures that SCIC can accurately record its deliberations, assign compliance designations where agreement exists, and still adopt a Provisional CCAMLR Compliance Report.
