Based on an analysis of the legal and scientific aspects of the current situation regarding establishing MPAs in the Convention Area, this paper considers procedural and implementation measures to manage a single process for the scientifically based designation of MPAs and to regulate their operation by the CCAMLR Commission.
The Russian Federation deems it crucial for the Commission to establish a Program (or a "roadmap") that outlines the practical application of the suggested procedures and implementation measures and urges the Commission to oversee the implementation of this program by its Members. Such a roadmap is a tool for achieving the objectives of the MPA, which would provide for an analysis of the state of the marine ecosystem and its individual elements. A draft of such a roadmap is provided in this paper.
