Distribution of Commission and Scientific Committee Circulars to Observers

In 2023 the Commission considered a proposal to increase CCAMLR’s organisational transparency through the routine distribution of circulars to official Observers and requested some analysis from the Secretariat in regard of this proposal (CCAMLR-42 paragraphs 3.1 – 3.10). This paper reports on that analysis, presenting a categorisation of existing circulars and a list of CCAMLR observers, and explores technical solutions and procedures that would enable some circulars to be distributed to observers, should the Commission so decide.
