    Abstract

    The options for an interim measure for spatial distribution of catches in Area 48, intended to replace the outdated CM 51-07, require scientific and legal justification (WGEMM-2025, Appendices D and E).

     The revision of krill resource management in Subarea 48.1, as well as in Subareas 48.2-48.4, should not be carried out in stages, but rather within the framework of coordinated management of the krill fishery in Area 48 based on ecosystem-based and precautionary approaches. The latter dictates the need to implement a system of standardized acoustic surveys, including synoptic (broad scale) survey and regional krill surveys in Area 48, accompanied by environmental data collection and regular observations of mammals and seabirds. An integral part of the krill fishery management review should be considered the development of science-based metrics and indicators for assessing the potential ecosystem impacts of the krill fishery  as a basis for a risk assessment framework and a spatial catch allocation; and a revision of the Scientific Observer Guidelines – Krill Fisheries.
