    Abstract

    This report proposes a preliminary framework of performance indicators (PIs), metrics, and breakout rules for the development of CCAMLR toothfish management strategies for Ross Sea region toothfish. The framework incorporates a three-tier status system for the management strategy that would trigger different scientific or management actions.

    This report provides a framework of performance indicators (PIs), metrics, and breakout rules for CCAMLR toothfish management strategies, incorporating findings from recent management strategy evaluation (MSE) development work for toothfish in CCAMLR. The framework proposes a three-tier status system of (i) green (normal operation), (ii) amber (warning flags requiring scientific consideration and as an indicator for managers to be aware of future potential issues), and (iii) red (critical flags triggering breakout rules and subsequent management actions).

    Building on the Ross Sea region assessment model for Antarctic toothfish and MSE parameter evaluations, this preliminary framework addresses the Scientific Committee’s workplan requirements for developing suitable performance indicators and breakout rules that can detect when management strategies for the Ross Sea region are no longer working and alternative approaches are required. The recommendations are based on the established CCAMLR management objectives, recommendations from WG-SAM, and experience from recent work on toothfish harvest control rule evaluations.
