    Abstract

    In 2018, the Commission agreed to the Secretariat’s 2019–2022 Staffing and Salary Strategy, which included an increase in the number of International Professional staff from 12% in 2018 to 35% by 2022 and 50% by 2026. During 2022, the Secretariat reviewed the performance over the last four years, and developed proposals for the period 2023–2026. Despite the challenges to international recruitment presented by the COVID-19 pandemic, the Secretariat has been able to increase the proportion of international staff to 31%, and proposes to continue to make such appointments during the period 2023–2026 as positions become vacant up to the 50%. In addition to this, the Secretariat recommends a modest increase in staff complement from the current 26.5 FTE to 29 FTE by 2026. The Salary Strategy and Staff Regulations are currently in conformity with local and ICSC current practice, and only minor clarification to their implementation is proposed.
