    Abstract

In the current discussion of the Scientific Committee and the Commission, the revision of CM 51-07 is considered in the context of the revised Krill Fisheries Management Approach (KFMA) in Subarea 48.1 and the harmonisation of the KFMA with the designation of MPA Domain 1 in Subarea 48.1 (CCAMLR-43/29; WG-EMM-2024/22).
Proposals to revise CM 51-07 suggest introducing a value for the allowed krill catch for Subarea 48.1 while maintaining the proportional distribution of the trigger level between Subareas 48.2–48.4 (CCAMLR-43/29).
These proposals for revising CM 51-07 are inconsistent with the statute of CM 51-07, which only provides for coordinated renewal of the proportional distribution of the trigger level between subareas as new scientific information becomes available. They also contradict CM 51-01, which establishes coordinated management of krill resources in Area 48 (Subareas 48.1–48.4).
The Russian Federation deems it necessary to extend CM 51-07 until the necessary scientific information becomes available to revise CM 51-07, recognising that the current Krill Fisheries Management Approach under the existing CM 51-01 and CM 51-07 is considered to be precautionary (SC-CAMLR-40, para. 3.17).
