    1     Opening of meeting

    The Chair of the Standing Committee on Implementation and Compliance (SCIC) will welcome delegates from CCAMLR Members and Observers.

    2     Organisation of meeting
    2.1     Agenda

    This agenda was adopted by the Commission under Item 2 of its agenda.

    3     Review of compliance and implementation-related measures and systems
    3.1     Catch Documentation Scheme (CDS)

    SCIC will consider the Secretariat’s summary on the implementation and operation of the Catch Documentation Scheme (CDS) in 2021/22, including non-Contracting Party (NCP) engagement with the CDS.

    3.2     Vessel inspection

    SCIC will review the implementation and operation of the System of Inspection and Port Inspections and consider any proposals received for the improvement of the System of Inspection (SoI) report transmission, forms and procedures. The Secretariat will be proposing to implement some modernisation to Conservation Measure (CM) 10-03 and SoI starting with the forms (as recommended by CCAMLR-XXXV/02).

    3.3     Vessel monitoring system (VMS) and vessel movement activity within the Convention Area

    SCIC will consider any matters arising involving the utilisation of vessel monitoring system (VMS) data for authorised purposes (if any), reports and investigations into VMS transmission interruptions (if any), and the implementation of the practices of movement notification as required under CM 10-04 and CM 91-05.

    3.4     Promotion of compliance in CCAMLR

    SCIC will consider reports and investigations provided to the meeting on the schemes to promote compliance.

    3.5     Transhipment

    The Secretariat will present the summary data on the level of transhipment reported to the Secretariat in accordance with CM 10-09, and consider any reports and investigation made to the meeting on transhipment practice and its implications for compliance and implementation in CCAMLR.

    3.6     Implementation of the Scheme of International Scientific Observation (SISO)

    SCIC will consider the implementation of the Scheme of International Scientific Observation (SISO) and consider any proposals received relevant to SISO and the work of the observers.

    3.7     NCP Engagement Strategy

    SCIC will review and consider the NCP Engagement Strategy proposed for 2023–2024.

    3.8     Proposals for new and revised compliance-related conservation measures

    SCIC will review the implementation, and consider proposals for the revision, of compliance-related conservation measures in force.

    4     CCAMLR Compliance Evaluation Procedure (CCEP)
    4.1     Provisional Compliance Report

    In accordance with CM 10-10, paragraph 3(i), SCIC will consider the Summary CCAMLR Compliance Report taking into account any additional information received in accordance with paragraph 1(iii).

    SCIC will adopt the annual Provisional CCAMLR Compliance Report that will record any findings of non-compliance and issues identified with conservation measure implementation. This report will include an assessment of compliance status, in accordance with Annex 10-10/B, as well as recommendations to the Commission in accordance with CM 10-10, paragraph 3(iii).

    4.2     Review of CM 10-10

    In accordance with CM 10-10, paragraph 5, SCIC will consider the effectiveness of CM 10-10 in evaluating and addressing non-compliance, and report to the Commission on its findings and recommendations for improving the conservation measure.

    5     Illegal, unreported and unregulated (IUU) fishing in the Convention Area
    5.1     Current level of IUU fishing

    SCIC will consider information from Contracting Parties, cooperating NCPs, NCPs, the Secretariat and the Scientific Committee and its working groups on illegal, unreported and unregulated (IUU) fishing activity and trends in the Convention Area for 2021/22.

    5.2     IUU Vessel Lists

    SCIC will consider the Provisional NCP-IUU Vessel List and the Provisional Contracting Party (CP)-IUU Vessel List for 2022 and any additional information provided in relation to vessels included in the lists.

    Following consideration of any information and evidence provided by Contracting Parties or NCPs pertaining to vessels included on the NCP-IUU Vessel List or the CP-IUU Vessel List adopted in 2021, SCIC will recommend to the Commission if any vessels should be removed from the lists.

    SCIC shall, by consensus, adopt a Proposed NCP-IUU Vessel List and a Proposed CP-IUU Vessel List which shall be provided to the Commission for approval.

    6     Fishery notifications

    SCIC shall consider fishery notifications submitted by Members in 2022 for the 2022/23 season.

    7     Advice from the Scientific Committee to SCIC

    The Chair of the Scientific Committee will provide advice as appropriate and exchange any information on matters of relevance for SCIC to consider.

    8     Consideration of the Second Performance Review

    SCIC will consider progress with items in the Second Performance Review relevant to the agenda of SCIC.

    9     Other business
    10     Report adoption

    SCIC will adopt a report that will be provided to the Commission.

    11     Close of the meeting.
