Schedule for the Thirty-seventh Meetings of the Commission and the Scientific Committee

The SCIC and SCAF agendas are available on their respective pages.

Members wishing to have papers considered by SCIC-18 or SCAF-18 may submit these papers to the appropriate agenda item on the agenda of either SCIC or SCAF. Agenda items 3 and 4 of the Commission are for matters brought forward from SCIC and SCAF.

    1     Opening of meeting

    The Chair of the Commission will welcome delegates from CCAMLR Members, observers from CCAMLR Acceding States, observers from non-Contracting Parties and international organisations invited in accordance with the decision taken last year (CCAMLR-XXXVI, paragraphs 13.6 to 13.9) and further considerations in COMM CIRC 18/42.

    The Chair will introduce Her Excellency Professor the Honourable Kate Warner AM, Governor of Tasmania, who will address the meeting.

    2     Organisation of meeting

    Following the opening of the meeting, the Chair will deal with procedural matters before adjourning the Commission to allow the Scientific Committee, SCAF and SCIC to carry out their work.

    2.1     Adoption of agenda

    The Preliminary Agendas for the Thirty-seventh Meeting of the Commission, the meeting of SCIC and the meeting of SCAF were prepared and distributed in accordance with Rule 15 of the Commission’s Rules of Procedure. Provisional Agendas, taking account of Members’ additions and comments on the Preliminary Agendas, will be distributed in September 2018 in accordance with Rule 17 of the Rules of Procedure.

    Following the opening of the meeting, the Chair will address procedural matters including the adoption of the Commission, SCIC and SCAF agendas and consideration of the Chair of SCAF (CCAMLR-XXXVI, paragraph 4.21) before adjourning the Commission to allow the Scientific Committee, SCAF and SCIC to carry out their work.

    2.2     Status of the Convention

    The Depository, Australia, will report on the status of the Convention.

    2.3     Chair’s Report

    The Chair will report on intersessional activities.

    3     Implementation and compliance

    The Commission will note submitted documents that have been considered by SCIC, and other documents relevant to this agenda item.

    3.1     Advice from SCIC

    The Chair of SCIC will introduce the report of the meeting of SCIC containing advice and recommendations to the Commission.

    3.2     Provisional CCAMLR Compliance Report

    The Chair of SCIC will introduce the Provisional CCAMLR Compliance Report as agreed by SCIC. The Report shall include an assessment of compliance status, in accordance with Annex 10-10/B, as well as recommendations to the Commission in accordance with Conservation Measure 10-10, paragraph 3(iii).

    The Commission shall consider the Provisional CCAMLR Compliance Report and adopt a CCAMLR Compliance Report.

    3.3     Proposed NCP-IUU and CP-IUU Vessel Lists

    The Chair of SCIC will introduce the Proposed non-Contracting Party (NCP)-IUU Vessel List and the Proposed Contracting Party (CP)-IUU Vessel List as agreed by SCIC following the consideration of information provided in accordance with CM 10-06 and CM 10-07.

    The Commission shall consider any recommendation by SCIC for the removal of vessels from either List.

    The Commission shall approve an NCP-IUU Vessel List and CP-IUU Vessel List for 2018/19.

    3.4     Current level of IUU fishing

    The Commission will consider the advice and recommendations of Scientific Committee (Agenda Item 7) and SCIC (Agenda Item 5) in respect of IUU fishing trends and activity.

    The Commission will agree revised NCP-IUU and CP-IUU Lists.

    3.5     Fishery notifications

    The Commission shall consider the advice and recommendations of SCIC and the Scientific Committee in respect of fishery notifications submitted by Members in 2018 for the 2018/19 season.

    4     Administration and Finance

    The Commission will note submitted documents that have been considered by SCAF, and other submitted documents relevant to this agenda item.

    4.1     Advice from SCAF

    The Chair of SCAF will introduce the report of the meeting of SCAF.

    Under this agenda item the Commission will consider all advice arising from the SCAF report that is not elsewhere addressed in this Commission agenda, including advice on the Secretariat’s Strategic Plan and Staffing Strategy.

    4.2     CCAMLR Intersessional Correspondence Group on Sustainable Financing

    The Chair of SCAF will introduce the report of the CCAMLR Intersessional Correspondence Group on Sustainable Financing including recommendations of the Group for consideration by the Commission.

    4.3     Review of the 2018 budget, 2019 budget and forecast budget for 2020

    The Chair of SCAF will report on the status of the 2018 budget and introduce the forecast budget for 2019 as agreed by SCAF.

    The Commission will consider advice and recommendations from SCIC and the Scientific Committee in respect of the 2019 budget and forecast budget for 2020.

    The Commission will adopt a budget for 2019 and note a forecast budget for 2020.

    5     Management of marine resources
    5.1     Advice from the Scientific Committee

    The Chair of the Scientific Committee will introduce the report of the Thirty-seventh Meeting of the Scientific Committee.

    Under this agenda item the Commission will consider all advice arising from the Scientific Committee report that is not elsewhere addressed in this Commission agenda.

    5.2     Harvested species

    The Commission will consider the advice and recommendations of the Scientific Committee in relation to harvesting of krill and fish as well as any proposals for new fisheries.

    5.2.1     Krill resources

    The Commission will consider the advice of the Scientific Committee in respect of the status and trends in the krill fishery in 2017/18, the development of assessments of krill stock status and feedback management taking into account the role of krill in the ecosystem, and consideration of management measures such as catch limits. The Committee may recommend changes to existing, or new, conservation measures relating to krill fishery management.

    Members will be invited to inform the Commission of relevant developments and trends in krill fisheries in the Convention Area.

    5.2.2     Fish resources

    The Commission will consider the advice of the Scientific Committee in respect of the progress of status and trends of established, exploratory and research finfish fisheries in 2017/18, assessments of the status of targeted finfish stocks, and the management of finfish fisheries, including consideration of catch limits. The Committee may recommend changes to existing, or new, Conservation Measures relating to finfish fishery management.

    Members will be invited to inform the Commission of relevant developments and trends in finfish fisheries in the Convention Area.

    5.2.3     New fisheries

    The Chair of the Scientific Committee will report any proposals for new fisheries.

    5.3     Non-target species

    The Commission will consider the advice of the Scientific Committee in respect of non-target species impacted by fishing.

    5.3.1     Fish and invertebrates

    The Commission will consider the advice of the Scientific Committee in respect of the status and trends of fish and invertebrate species caught as by-catch in CCAMLR fisheries. The Committee may recommend catch limits and other changes to existing or new conservation measures.

    5.3.2     Seabirds and mammals

    The Commission will consider the advice of the Scientific Committee in respect of the status, trends and effectiveness of mitigation measures for birds and mammals caught incidentally in CCAMLR fisheries. The Committee may recommend changes to existing or new conservation measures.

    5.3.3     Bottom fishing and vulnerable marine ecosystems

    The Commission will consider the advice of the Scientific Committee in respect of the impact of CCAMLR fisheries on vulnerable marine ecosystems (VMEs), and the status of existing declared VMEs and other mitigation measures implemented in conservation measures. The Committee may recommend changes to existing or new conservation measures.

    5.3.4     Scientific research under Conservation Measure 24-01

    The Commission will consider the advice of the Scientific Committee on activities conducted in 2017/18 and research proposals submitted for 2018/19 under Conservation Measure (CM) 24-01 (Application of conservation measures to scientific research). The implementation of CM 24-05 will also be reviewed.

    6     Spatial management
    6.1     Review of existing marine protected areas (MPAs)

    The Commission will review the implementation of existing marine protected areas (MPAs) and their management plans. The Commission will consider the advice of the Scientific Committee on the implementation of Research and Monitoring Plans.

    6.2     Review of proposals for new MPAs

    The Commission will review proposals for new MPAs. The Commission will consider the advice of the Scientific Committee on the proposals.

    7     CCAMLR Scheme of International Scientific Observation

    The Commission shall consider the advice and recommendations of SCIC and the Scientific Committee in respect of CCAMLR’s Scheme of International Scientific Observation (SISO).

    8     Impacts of climate change on the conservation of Antarctic marine living resources

    The Commission shall consider the advice and recommendations of the Scientific Committee and the Intersessional Correspondence Group (ICG) on Climate Change impacts in respect of the conservation of Antarctic marine living resources.

    9     Conservation measures
    9.1     Review of existing measures

    The Commission shall consider the advice and recommendations of SCIC, SCAF and the Scientific Committee in respect of existing conservation measures, policies, guidelines and resolutions and shall adopt a Schedule of Conservation Measures in Force for 2018/19.

    9.2     Consideration of new measures and other conservation requirements

    The Commission shall consider the advice and recommendations of SCIC, SCAF and the Scientific Committee in respect of proposals for new conservation measures, policies, guidelines or resolutions and shall adopt a Schedule of Conservation Measures in Force for 2018/19.

    10     Implementation of Convention objectives
    10.1     Objectives of the Convention

    In 1996, the Commission agreed that reflection on the objectives of the Convention is an important requisite of each annual meeting. The Commission will consider any progress made with respect to the various strategic discussions at previous meetings of the Commission, such as in respect of CCAMLR’s regulatory framework that commenced at CCAMLR-XXXIV (paragraphs 9.11 to 9.21) and continued at CCAMLR-XXXV (paragraphs 9.22 to 9.27).

    10.2     Second performance review

    At CCAMLR-XXXV, the Commission agreed to undertake a second performance review (CCAMLR-XXXV, paragraphs 9.5 to 9.11 and Annex 8). At CCAMLR-XXXVI, the Panel presented the report of the Second Performance Review. The Commission will review progress with actions recommended by the Panel.

    10.3     Capacity building

    The Commission will review the advice of SCAF and the Scientific Committee in respect of initiatives aimed at increasing capacity of Members and Contracting Parties to implement the objectives of the Convention.

    The Chair of the Scientific Committee will report on capacity building activities, including in relation to the CCAMLR General Science Capacity Fund, the CEMP Special Fund and the CCAMLR Scientific Scholarship Scheme.

    11     Cooperation with the Antarctic Treaty System and international organisations
    11.1     Cooperation with the Antarctic Treaty System

    The Executive Secretary represented CCAMLR at the Forty-first Antarctic Treaty Consultative Party Meeting (ATCM XLI, 13 to 18 May 2018, Buenos Aires, Argentina). He will provide a report on the meeting.

    The Commission will consider the Scientific Committee’s advice on assessment of any draft management plans for protected areas with a marine area component proposed under the Environmental Protocol to the Antarctic Treaty and submitted to CCAMLR for approval. 

    Future cooperation between CCAMLR and other parts of the Antarctic Treaty System will be discussed along with participation in the meetings of the ATCM and CEP in 2019.

    11.2     Cooperation with international organisations
    11.2.1     Reports of observers from international organisations

    The following international organisations have been invited to attend CCAMLR-XXXVII as observers: ACAP, CCSBT, CEP, CITES, COMNAP, FAO, IATTC, ICCAT, IOC, IUCN, IWC, South East Asia RPOA-IUU, SCAR, SCOR, SEAFO, SIOFA, SPRFMO, UNEP and WCPFC. The following non-governmental organisations have also been invited to attend CCAMLR-XXXVII: ARK, ASOC, COLTO and Oceanites Inc.

    Observer reports will have been tabled. Representatives of these and other organisations present at the meeting will be invited to present key items from their reports either at the Scientific Committee or the Commission. The Commission will note relevant Observer Reports where appropriate in the Scientific Committee report.

    11.2.2     Reports from CCAMLR representatives at meetings of international organisations in the previous intersessional period and nominations of representatives to forthcoming meetings of relevant international organisations

    Reports from CCAMLR representatives at the 2017/18 meetings of various international organisations (CCAMLR-XXXVI, paragraph 10.11 and Table 1) will be received.

    11.2.3     Cooperation with RFMOs

    The Commission will review any further developments regarding cooperation between CCAMLR and RFMOs including SIOFA, CCSBT, WCPFC and SPRFMO.

    12     Other business
    13     Administrative matters
    13.1     Election of officers

    The following appointments require the consideration of the Commission at CCAMLR-XXXVII: the Chair of the Commission for the 2019 and 2020 meetings, the Chair of SCIC, the Vice-Chair of SCIC, the Chair of SCAF and the Vice-Chair of SCAF.

    13.2     Invitation of observers

    Since 1994 the Commission has addressed the invitation of observers to its next meeting under this agenda item (CCAMLR-XIII, paragraph 13.7). Acceding States, non-Contracting Parties and international organisations to be invited to CCAMLR-XXXVIII will be identified.

    13.3     Next meeting

    The date of the Thirty-eighth Meeting of the Commission will be decided.

    14     Report of the Thirty-seventh Meeting of the Commission

    The report of the Thirty-seventh Meeting will be considered and adopted.

    15     Close of the meeting

    The meeting is scheduled to close at 1600 h on Friday, 2 November 2018.
